Two winches can look very similar and have a similar headline pull, yet one is safe to lift a load overhead and the other is not. The difference is in the rating: a recovery or pulling winch is rated to drag a load along the ground, while a lifting winch is rated to raise and hold a load in the air. These are different duties with different consequences if something fails, and the ratings reflect that. Pulling and lifting are different duties
Pulling and lifting put a load in fundamentally different places. A recovery winch drags a load along the ground, up a slope or at an angle, with the load supported by the ground for most of its weight and the winch overcoming friction and resistance. A lifting winch raises a load clear of the ground and holds it suspended in the air, with the winch and the rope carrying the entire weight with nothing below it. These are not the same job, and the consequences if the winch or rope fails are entirely different, which is why they are rated and built differently rather than treated as one.
Why the failure modes differ
The key difference is what happens if something gives way. If a recovery winch or its rope fails, the pull slips and the load, already on the ground, stays roughly where it is, serious but rarely immediately catastrophic. If a lifting winch or its rope fails, the suspended load falls, dropping under gravity with whatever is below it at risk, which is potentially deadly. So lifting is the more dangerous duty, not because the load is heavier but because the failure mode is a fall rather than a slip, and the rating must protect against that worse outcome with more margin.

The safety factor difference
Because a falling suspended load is so much worse than a slipped pull, a lifting winch carries a higher safety factor than a recovery winch. Where a pulling winch might be rated with a factor of around four to one, a lifting winch carries more margin so that the load hanging in the air sits further below the failure point, with extra reserve against shock, wear and the worse consequences of a fall. This larger margin runs through the whole lifting system, the rope, the hook and the fittings as well as the winch, as our note on the safety factor sets out. The same headline pull on a pulling winch does not carry this lifting margin.
Certification for lifting
A lifting winch is not only rated with more margin but tested and certified to lift, because lifting equipment is regulated and must be proven fit. It is proof load tested above its working load, examined and certified, the subject of our note on load testing, and supplied with the records that show it is safe to lift. A recovery winch rated only for pulling does not necessarily carry this lifting certification, so even if it looks capable, it has not been proven fit to lift. The certification is part of what makes a lifting winch a lifting winch, and a pulling winch lacking it is not a substitute.
Why you must not lift with a pulling winch
It is tempting to use a strong looking recovery winch to lift a load, especially if its pull figure looks ample, but this is a real hazard. The pulling winch may not have the safety factor a lift demands, its rope and fittings may be rated only for pulling, it may lack the failsafe load holding a suspended load needs, and it is not certified to lift. So a load that the winch could drag along the ground might be unsafe hanging from it, because the margin and the proof that make lifting safe are absent. Using a pulling winch to lift trusts a machine to do a duty it was never rated, built or certified for.
Load holding for a suspended load
A lifting winch must hold a suspended load securely, even if power or air is lost, which a pulling winch may not be built to do. A failsafe brake holds the load when the winch stops and if the power fails, the subject of our note on the automatic brake and on brake types, so a suspended load is never dropped. A recovery winch, where the load sits on the ground, may not need or have this failsafe holding to the same standard. So the load holding, as well as the rating and certification, is part of what separates a lifting winch from a pulling one, and part of why they are not interchangeable.
Choosing the right winch for the duty
The honest approach is to be clear whether the winch will pull or lift, and choose accordingly. If the load is dragged along the ground and never suspended, a recovery winch rated for pulling is right. If the load is ever raised and held in the air, a lifting winch with the higher safety factor, the failsafe holding and the certification is essential, and a pulling winch will not do. A lifting winch can usually pull as well, but a pulling winch must not lift.
